TELCON Richard Helms Mr. Kissinger 5-26-69 12:30 PM H said Al Haig has been on to his staff about updating some estimates the President wants and it is more complicated than on the surface. H said he would tell K background - Fulbright is giving a speech on Thursday saying intelligence communitiy differs with Laird. Laird said if we could get updated intelligence estimate it would support his SS9 figures. H said last Friday Marcy sent over to him a dfraft of a speech which some unidentified individual was thinking of giving. H told him he could not clear the speech - it was taken from secret testimony. Marcy then said he understood and would take it up with Fulbright and tell him what Agency attitude was. H said he has heard nothing further and does not know what they intend to do. K asked why it was problem to get estimate of Soviet threat. H said it takes a year to get it written - K has one on his desk which is last word as far as facts are concerned - estimate is different. H asked it study he sent answered K1s problem. K said he would look at it again. H said if this is not satisfactory , time should be taken to sit down in K's office and look candidly at which we are confronted with. K said he would like to hear this in H's own words. H said he would like to bring a couple of officers with him and give K what they have given others SO President will understand what is going on. K and H discussed verification and K asked when H was going to give hima a memo on it and H said shortly.
