K said he keeps hearing rumors about Foreign aid message and he
knows he will never see the papers. K asked whether Arthur Burns
got into the act and R said yes. R said he held a meeting on it -
Samuels attended and Poats was there. R said a number of issues were
raised - the last word he got was from Harlow and Burns does not think
the bill is ready to present to leaders tomorrow. x R said he checked
and there is nothing at issue that the leadership carea about - we should
stick to our schedule annok or we will never make the hearings. R said
he would put a call in to Arthur and tell him so. K said the President
is expecting R's memo and he can take a crack at it after we have
talked to the learship. R said there was talk about Presidential task
force rather than a commission. K said he has talked to Harlow and it
is his judment to put it up. K said when he talked to President he told
him sequence that R and K had proposed. K said we can keep raising
technical problems for the next three weeks. K said Harlow's judgment
is the same as R and K's and it is K's conviction that President would
prefer to proceed as they discussed yesterday. K said he will put in
cover memo that Arthur has raised a number of technical questions
which R feels can be taken care of.
K said he was leaving shortly for NY for fund raising dinner for Javits.
