in our position that any transfer of the tanker wing
from Torrejon would have to be discussed in the
negotiations for the extension of the base agreement.
Toward the end of October, then Foreign Minister Lopez
Rodo told Ambassador Rivero that the Spanish Government
had total understanding of the policy objective of the
U.S. Government that the Soviet Union not be allowed
to impose its will in the Middle East.
In the October 1973 conflict the Spanish
Government's attitude was influenced by two con-
trasting policy objectives. Pressed by the Arabs,
anxious to protect Spanish interests in Africa and
avert increased dangers that would ensue from the
hostility of North African countries on Spain's
southern flank, concerned about Spain's oil supply,
sensitive to possible public criticism that the
defense agreements with the U.S. could draw the
Spanish into a conflict against their will, and
harassed by press queries and rumors concerning
the use of the bases in the Mid-East conflict, the
Spanish Government acted with the primary objective
of establishing clearly its position of non-
involvement in the Mid-East conflict and dis-
associating itself from any U.S. operation in
support of Israel. At the same time, the Spanish
Government sought to avoid a head-on confrontation
with the U.S. on the actual use of the bases.
Accordingly, the Spanish Government refrained from
pursuing charges of alleged U.S. violations of the
agreement and clearly tried to avoid actions and
to quell speculation that might have provoked
adverse public reaction with respect to U.S. use
of facilities in Spain.
The events of October 1973 in no way change
the importance of the bases in Spain as a deterrent
vis-a-vis the USSR and as a means of supporting our
forces in Europe, particularly in the southern flank
of NATO, in the event of a general war in Europe.
From the signing of the first defense agreement
with Spain in 1953 we have never assumed that the
