Government might consider contrary to its pro-
Arab foreign policy. In the forthcoming negotiations
for the extension of the agreement we should not assume
that there is any possibility that the Spanish will
agree explicitly to any use in support of Israel
against the Arabs. Even tacit Spanish acquiescence
in the use of tankers based in Spain for such purposes
may be conditioned on the removal of the tanker wing
to a less visible location than Torrejon.
