SECRET - 12 - Spanish objectives in the negotiations are likely to be: -- to obtain a security commitment from the U.S. ; -- to continue and possibly expand the programs of non-military cooperation; -- to remove the tanker wing from Torrejon (as a negotiating tactic they may first propose that we leave Torrejon altogether) ; -- to obtain a liability guarantee covering nuclear accidents (see discussion in response to NSSM 179) ; -- to receive technical assistance for the production of military equipment in Spain. The Spanish will also try to use our desire for the extension of our base rights as leverage to try to obtain our support for their claim to Gibraltar or at least a reduction in or cessation of our ship visits to Gibraltar.
