NATIONAL SECURITY COUNCIL WASHINGTON, D.C. 20506 SECRET National Security Study Memorandum TO: The Secretary of Defense The Deputy Secretary of State The Director of Central Intelligence SUBJECT: U.S. Policy Toward Spain In response to NSSM 179, the NSC Interdepartmental Group for Europe, submitted a study on U.S. Policy Toward Spain, under cover of the Department of State's memorandum of August 30g 1973, (S/S 7308667). Bearing in mind the forthcoming negotiations relating to the US-Spanish Agreement of Friendship and Cooperation of 1970, the President has requested that NSSM 179 response be updated to take into account: this reports -- the death of President Carrero Blanco, the resulting changes in the Spanish Government and the anticipated effect of these changes on the policy of Spain in particular as it relates to the negotiations; and -- the Government of Spain's policy toward use of its military facilities by U.S. forces during the October 1973 war in the Middle East and the implications of this policy for the future usefulness of such facilities to U.S. forces. It is requested that a supplementary response to NSSM 179 taking into account the foregoing as well as any other factors which may be relevant to the negotiations -- including the proposed elements of the initial U. S. position in the negotiations -- be prepared by the NSC Inter redepartmental Group for Europe and submitted no later than March 15, 1974 for consideration by the President.
