NSSM 193 Response
appreciate your having sent me the draft NSSM 193 response, U.S.
Policy Toward Spain" and I would like to offer the following comments.
Importance of Use of Bases
The response states that from the first agreement with Spain in 1953
we have never assumed that bases in Spain would be available to us
for any use which the Spanish Government might consider contrary to
its pro-Arab foreign policy. This appears inconsistent with the basic
NSSM 179 response which anticipates the use of Spanish bases in
furthering U.S. interests in North Africa and the Middle East as well
as NATO. I note, for example, the language in Annex B. It would
seem useful to have the NSSM 193 response reconciled with the earlier
language of NSSM 179 on the importance of the restrictive use of
Spanish bases to support U.S. actions in the Middle East and North
Africa, with the objective of concluding that such use is either:
not critical, in which case the NSSM 193 language would
stand, or
-- critical, with the NSSM 193 response recommended negotiating
tactics.
Law of the Sea
Bearing in mind Spain's very hard position on the straits issue in the
Law of the Sea negotiations, I believe that the NSSM response should
give more detailed attention to the pros and cons of including Law of
the Sea in our forthcoming negotiations with Spain on the extension of
SECRET (GDS)
