MEMORANDUM FOR DR. KISSINGER
FROM:

SUBJECT:
Request for Appointment with the President
John McCone, former CIA Director, has sent a letter to the
President (Tab B) offering what is, in my judgment, sound advice
on the Vietnam war. McCone requests an appointment with the
President to discuss his views.
McCone agrees with the President's hope that Clark Clifford's
timetable for troop withdrawal can be met. He points out, however,
the very real danger in leaving a full complement of American
combat support elements behind to assist the ARVN. If the ARVN
cannot fill the gap and the military tide begins to turn against them,
then we will find our combat support forces under increasing and
possibly disastrous military pressure -- a situation very similar
to that in 1965 when we originally had to save the day by sending
Marines ashore at Chu Lai.
As you know, McCone has a reputation for very clear thinking
on the implications of policy decisions. From my own experience
in the Agency, I found his judgments to be usually exceedingly
accurate.
Hugh Sloan has forwarded McCone's letter to you and requests
your advice on whether McCone should see the President.
RECOMMENDATION:
That you send the memorandum to Sloan (Tab A) which suggests
that the President should see McCone or that if the President wishes,
you will talk with him.
