Telecon Secretary Laird 9:00 a. m. 9/4/69 6 Laird was very upset about the Times story by Rich Smith this morning as was HAK. Laird thought they were speculative and didn't understand how it happened. HAK pointed out the Star story of yesterday which pointed to a State Dept. source saying there would be an announcement after Midway. The Donavan and Smith story are directly attributable to State since both these men write from there. The point is whether the stories were given directly to the writers or from another hand. HAK said there was only one person here that knew about it. Laird wasn't quoting the statement from State of yesterday but he was sure they did not rule out this possibility which may have lead Smith to assume that an announcement would be made. HAK said the President's reaction is to say that we won't announce anything now at Midway. He asked that any cables be cleared with the President before going out. Laird said he would stick to the orgginal line the President set about three conditions and there is no change. Laird said this is about the only thing we had to give the people. They aren't going to understand the communique. HAK wanted to know Laird's view on how this got out. Laird thought someone was handed a paper but he didn't know where. Thieu said would be on the agenda; maybe thats where they got part of their story. Maybe State was dissappointed that Laird cut the reductions to 50, 000 instead of 82, 000. Laird didn't wa nt to attribute this directly to State. The pattern bothered him book since the men were attached to State.
