TELECON Secretary Laird to Mr. Kissinger 10:45 a. m. , September 9, 1969 Secretary Laird said he was kind of disturbed about the manner in which planning is proceeding on Thailand. He doesn't think the Ambassador understands the President's thinking on this. He doesn't believe any press statement should go out along the lines the Ambassador is thinking. K said he couldn't agree more. L said he doesn't object to the package negotiated with the Thai's -- it is about as reasonable as you can get. However, he doesn't feel this timetable is in accordance with with the conversations among the President, K and L. In response to K's query as to what sort of timetable L would want, L said one SO we move by the first of the year. K agreed this was correct. He said he would get to the President, and we'll see if we can stop this. K asked L what his understanding of this package was. L said there are 16 826's coming out; 11 A-1's; and some RF4's. K asked if L could live with this. He said yes and that Al Haig had the full details as to numbers. L said he doesn't quarrel with the package but with delaying until the end of June. He doesn't think that is the direction in which the President wants to move. K said he would stop the announcement and put it to the President; he agreed with L and said he would get to State right away and tell them they aan't make the announcement until we get a Presidential decision. L said he understood that an inquiry had been made to Defense about the Halloran story in the NY Times (he felt H's story was a cheap journalistic trick); but he feels this came out of State. K said he and L knew this, but if only State were asked, the WH would be pointing the finger. He said the President hit the ceiling this morning; he has ruled against that and somebody is trying to force his hand -- that is his objection. K assured L no one is thinking it is his Department. L said these things are difficult to control. People like Halloran and Rick Smith have access to all the people in the State Department and they have worked the whole thing out. K said he would support L's views on the first subject; he thinks L's understanding of what the President wants is correct.
