- 2 - Johnson wanted to know whtat HAK's understanding was on the delivery of the remaining four F-4s. Italy or Màlta feels it is feasible if we could get an agreement. He doubted that Italy would agree. It might be worthwhile to make an approach to Malta. It is now in the planning stage. Is it yourunder- standing that we have made the decision to deliver the additional four during the month of September. K said he would get another decision. The decision had been to continue delivery on the present schedule unless we wanted to bring pressure on certain items. In a way, this is not a good decision for this case because it is accelerating it. Johnson said he didn't know if we really wanted another decision at this time. K said the understanding was to deliver on schedule. Making a delivery of eight in September was never really put up to them. On press guidance, Johnson said in the event when the ships come into port, Defense and State would reply that "elements of Sixth Fleet continuing essentially the movements which had been planned for them. However, they have been made aware of the fact the tensions have been increased as a result of hijacking. This was done to assure readiness." On the Lybia assessment he aaid they have no additional infor- mation beyond what they sent out. The identity and character of the regime is till unknown. We feel it is an internal matter. K asked if the Korean thing is now on the track. Johnson said that instructions have gone out. K explained the President read a newspaper account of an apology and took a strong view on it. That started the sequence of events. Johnson siad he was carring through but was sure we would back down. K said what Johnson was doing was somewhat less than what was asked for but he agreed with it. K repeated Johnson's request for decision on Sixth Fleet and said he would get back.
