- 2 - getting off base out there. They have broken up and say there will be no further meetings, although there was no announcement as to numbers. It looks as if the package is all wrapped up; it's of concern to L. He were had assumed the 6,000 was to come out by the first of the year. We can slip a couple of months but L doesn't think it should be more than that. K said we asked State and Defense to put together an agreed instruction on timing -- thought that was the way to get the President into it. L said they came to him and asked for his recommendation -- he has to go along with the December 31 date because the President told him that. K told him to stick to that and maybe we can get the President to rule for another two months. K, back to the first subject, asked if L thought the 23 sorties detracted from what the President planned. L said there will be no strikes for the 24 hours today, and that will be reported out there right away (however, that notice won't be available until tomorrow morning). K said the President wanted to count on their hitting us -- which they have done. L said they hit us 2 hours before the ceasefire was over. We responded to that with 23 sorties and then stopped for a while. As far as attacks are concerned, there were 5 major attacks 13 hours before the ceasefire was over. K said the President wants to set up a new menu series; L said they have one. K said, then, we still have a good story -- 'we hit with 23 B-52 sorties and then stopped 36 hours to see what would happen. 1 L agreed and said we held back until the exact hour and responded with half of the regular level of B-52's and then held back 36 hours to see what they would do. lds Reproduced at the Richard Nixon Presidential Library DECLASSIFIED This document has been reviewed pursuant to Executive Order 13526 and has been determined to be declassified.
