TELCON General Wheeler Mr. Kissinger 9:35 a. m. , 9-16-69 W said I wanted to talk to you about the statement "approximately 60, 500 troops" K said I just want you to know the President is willing to have an understanding between us that you are not going to get pushed like the last time. W said I think this is disastrous. The effect on Abrams will be very bad indeed. K said you are appealing to the wrong guy. I was called by the President at 8:00 p. m. last nite and he ordered it differently. He says he will not push you beyond 60, 000 and he is going to guarantee that you will not be pushed. W said well he is the boss. K said I understand you. I frankly did not know that your troops were down SO low. I don't mean the 539, 000 at the beginning. Lemos led me to believe they would go from 515 to 535 again. W said the problem is every time a plane takes off or lands, this land changes. K said I need to know when something bothers you before it gets into bureaucratic channels. I understood we were up to 525. If that were the case, there would be no problem. If you see something that concerns you Bus. If you come to me on a private basis - just tell me as an American I am concerned, I give you my word it will go to the President immediately. I have no interest in being in this job when we lose our first war. W said I wanted to tell you I thought that other operation went very well. <said the one I talked to you about? W said yes. K said, and we can go ahead as planned. And Bus, you tell me in the next few days what sort of checks I should put in the process so that you will not get stamped on figures.
