K was going over the papers for the Review Group meeting this
afternoon and hadn't realized it before but the issue on the Middle
East desalting policy has really turned into one operational problem;
namely, the $ 40 million desxkixog desalting program for Israel.
K said he should have put this into the Under Secretaries Committee.
It isn't a policy consideration for the NSC. In view of the Meir visit,
we can turn over those papers to you or proc eed to this meeting
now and R could send one of his people to it. It may be an advantage
since we have everyone together now.
Richardson agreed with that procedure. K could decide, in the light
of what emerges today, if there is any need to do anything but send
a memo to the President.
K said Cargo and Pederson come automatically. He didn't suppose
that would cause too much bureaucratic damage. Richardson said
he would make sure Cargo will review the paper but also look at it
in light of a State proposal.
