Telecon Secretary Laird 2:30 p. m. 9/16/69 K said the President was working on the UN speech and K wondered if he could help Laird. Laird was confused, didn't know if the President got his message clear on Hershey. K said on the draft, he didn't mind if you want to go with it tomorrow if you can give me some idea of whats in it about the reduction. d Laird thought the President wanted him to go on Firday. K indicated the President was announcing the space program tomorrow and he didn't want to scoop Laird. Laird indicated that we would brief all units today or tomorrow but he thought it was better to go tomorrow. The draft situation is this; we have to get the word to local draft boards as soon as possible. K had the impression that Laird wanted to go tomorrow. Laird did but simply because we have to get word out as fast as we can. K said the President's only concern is that the space program is going tomorrow. Laird thought he had better not do it. Laird said he would take the 29, 000 and announce that we are going to stretch it out and cancel Nov and Dec and the 29,000 we will spread over Oct, Nov and Dec. K mentioned that was about 10, 000 per month. Laird went on to say that we will go back to 10,000 for three months, 29,000 for one, and then 25, 000 for the rest of the year. We will still press for the President's plan of random selection and that if Congress fails to act, the Administration will take action in the 19-20 year old area. Laird got word that the President wanted to tie this in with Hershey. He thought that would be a mistake. K felt the President had no such intention. On another matter, Laird had memo on Laos. As you know, we have tentatively agreed to 8,000. Theee people are nickel and diming us. We sent them 4,000 and I checked and until four weeks ago they still had 2, 000 in the wearhouse. Some of these rifles have found their way into the Philippines and other places and I want the Laotian troops to have them. I am on top of this. K said the President was eager to do the maximum possible. He has been putting the heat on me.
