Mitchell said the President grabbed him after the NSC meeting. The
President mentioned that he was wide open on question of the Middle
East. K said that was clear. Mitchell is gathering he wants to keep
it that way. K thought he wanted to get through the Meir meeting
first. Mithhell thought the President had no preconceived notions.
He discussed the hijacking business., and wanted Mitchell to pass
along an idea he (M) had given to the President. The president thought
it would be nice to talk about this at the U. N. but in order to make it
practical, you would probably need an international treaty on the
subject that would spell out what the offenses were and what the
xxxkixx sanctions were SO these Governments have to do something
they are obligated to do. K thought it made since/and would make
it easier for them to operate. The President suggested Mitchell call
Rogers but Mitchell thought K ought to do it. Mitchel felt that there
were many things, if someone sat down, on what the offenses and
howthey arise and the sanctions required on the part of the othe r
government, you could come up with an effective package in stopping
some or redresx wrongs. Particularly if you take the situation here
in Syria. If the treaty required that they return all people within 12
hours or else the would lose landing rights or return hijackers to the
country XX originating , you could come up with viable package.
K thought it was a good idea for Mitchell's reasons. It would make
it easier for the host country not to deal with the issue on individual
merits.
Mitchell understood there was an exercise at Camp David following
the White Hous emeeting. K said the President was XM going and as
far as he knew just Haldeman, Harlow, Ehrlichman and himself.
Mithhell was conserned that Ron Ziegler had announced his attendance
at the meeting and thought he shouldn't be linked with too many foreign
policy meetings. K said he would talk to Haldeman. K didn't know
what the purpose was. Mitchell didn't care one way or the other if
he went.
