K explained that a group was being organized on foreign aid to take a
new look at the aid program, not just to find a justification to keeping
it going, but to ask why we are doing it and what we should be doing
Peterson from the Bank of American will be chairman.
We need a Staff Director for it. I know it hasn't been your field
recently but I thought if you were willing to act as Staff Director it
would be good. It would befor the next five months. You would like
Peterson and would have full Presidential support. We want the sort
of reappraisal we haven't done since the Marshall Plan. Think about
it for 24 hours.
Shelling said he didn't think it would work. He was terribly committed
at Harvard this year. He has also taken on something for CED. Xxxaxd
K thought the CED
could wait for five months but Shelling didn't agree completely. He
broke his collar bone and waan't in a very good mood.
The reason K was SO attracted by Shelling was because he would like
a first class mind and Shelling has demonstrated the ability to take
fresh looks a t things. There is nothing that can be done on the Defense
Budget on this year's decisions. SO he could do that next year.
Shelling was not personally thrilled on working on foreign aid program.
K said we could get the program if someone tells us what it ought to be.
This all started when the President listened to a briefing. There is no
point in it any more that is relevant to our period. When the total
percentage of GNP devoted to foreign aid is not persuasive. K saw no
obligation to spend a sertain portion of GNP unless someone tells us
why. Shelling said he would think about it but he still didn't think it
woudd work.
K asked about a paper Shelling was going to do on arms control. Shelling
said he came in one day when the President was preparing for a TV
announcement and talked to Larry and Sonnenfeldt. He never could get
back. K asked him to remember that he was always interested in his
thinking.
