K said on the first part there is some merit -- the better the people
are the more directly they want to work with me. K said we are having
an organization change and I intend to meet with the senior people twice
a week -- three hours will be set aside. L said there is also talk that
because you do not have a deputy there is wasted time and motion.
K said I have talked to predessors and they told me that it caused
more problems. K said for all practical purposes Col. Haig acts as
deputy. K said the problem is that this office handles a flood of
material and we have had to check the organization. L said what
about this Haldeman memo? K said I don't comment on internal WH
memos and you would not respect me if I did. L said I would respect
you if you gave me a copy (laughter). K said the instruction is being
changed re talking to reporters. K said senior members of the staff
will be able to speak to reporters. L asked why it was being changed.
K said because I felt I was spending too much time briefing Ziegler.
L asked K what he could tell him about the meeting tomorrow. K said
the meeting is at 9:30. K said Stewart I have treated you well but don't
push me too hard. L said I am not pushing.
K said re the story I would not like to have Halperin hurt. K said I have
told you the exact truth -- you will see over the coming years.
L asked if we would have an announcement on troops before the UN
speech. K said I don't want to comment on this until we have had the
meeting.
