P said Henry I noted this story in the Star with regard to the secret
meetings. K said that was unexpected. That happened today.
P said what is your reaction? K said I think is a rather cool
communique. When they don't use the word fraternal, I think this
was a serious talk. The Chinese may have invited Kosygin to stop
by becoming nervous about possible attack because it must be in
the Chinese interest to cool this off. P said, you don't read it as
a detente? K said no. They could have a tactical coalition for a
limited time but even that I consider not possible. I think this is
an effort in which both sides are working to position themselves
for what is to come. P said but when you put it in the context of
Kosygin going a roundabout way and leaving before the others arrive,
something must have happened.
K said he might have decided that he could show his displeasure by
coming the southern route and then offered to stop in Peking on the
way home which the other party could not refuse. K said this is
an enormously cool communique for the communists. They made
no reference to fellow communists. The rule is when they say open
fraternal spirit, they reached a complete deadlock.
P said I have an idea on Allen. Why not substitute him for Coyne?
K said it would be excellent. You would probably get General Taylor
resigning but he is not our man. P asked how do we do this. It
seems to me moving Allen into there, we have a hard line guy in a
group like that. K said he would read into a lot of stuff which is not
bad. It would give CIA a heart attack. K said I would strongly favor
it. P said Coyne is basically just a bat boy for Taylor and Allen,
on the other hand, would be our man and help us. P said do we have
an appointment problem. K said I will have to look into that Mr.
President. K said I think we can get him picked up by CIA. P said
just tell Cushman to pick him up. Do out it if it is doable. I don't care
about sensitivies. K said I will find/about the appointment business.
K said Mr. President on the meeting tomorrow I would avoid any
reference to ceasefire, P said I will.
