    "ocrText": "Telecon\nElliot Richardson\n4:10 p.m. 9/22/69\nK said he had another problem with State Dept cables. The President has\nthe strong view that we ought to do more in Laos to show the North\nVietnamese that they can't use it as a bargaining point in Vietnam.\nHe has asked the bureaucracy what they can do and he always gets a\n\"no.\" He is very restive about this. K saw a cable to Godly which\nwas against the President's xxxxxx wishes. Godly refuses to follow\ninstructions. K has held up on the cable and told Holdridge to call Cross.\nK thought everyone has had a good crack on this. K has had orders to do\nB-52 strikes in Laos and has sat on them because of the sensitivities.\nTanat has been encouraged to put more Thai forces in there. We have to\nget Godly to take a more responsive attitude toward the President's wishes.\nRichardson thought we need a better understanding of the general policy\nline. The situation on the ground has changed alot. Richardson suggested\nthat he would send over a reply to the Godley cable and K can bring them\nboth to the President at the sa me time. K agreed that that would be the\nbest way to handle it.\nRichardson said he was at CIA for lunch. Helms discussed the Symington\nhearings on Laos. This is going to be a troublesome spot. Alex Johnson\nis hosting a meeting to discuss how to handle this for the Administration as\na hole. -- how the concerned agencies would work together on this. The\nmaterial would be handled by Rod McClintock from State and should chair\nthis group while he is waiting to be to Sweden.\nThe\nproblem is that Ken BeLieu thinks he is covering for other agencies and\nHelms doesn't feel he is the man for it. K agreed and said he would have\none of his staff members on it.
