Telecon Elliot Richardson 4:10 p.m. 9/22/69 K said he had another problem with State Dept cables. The President has the strong view that we ought to do more in Laos to show the North Vietnamese that they can't use it as a bargaining point in Vietnam. He has asked the bureaucracy what they can do and he always gets a "no." He is very restive about this. K saw a cable to Godly which was against the President's xxxxxx wishes. Godly refuses to follow instructions. K has held up on the cable and told Holdridge to call Cross. K thought everyone has had a good crack on this. K has had orders to do B-52 strikes in Laos and has sat on them because of the sensitivities. Tanat has been encouraged to put more Thai forces in there. We have to get Godly to take a more responsive attitude toward the President's wishes. Richardson thought we need a better understanding of the general policy line. The situation on the ground has changed alot. Richardson suggested that he would send over a reply to the Godley cable and K can bring them both to the President at the sa me time. K agreed that that would be the best way to handle it. Richardson said he was at CIA for lunch. Helms discussed the Symington hearings on Laos. This is going to be a troublesome spot. Alex Johnson is hosting a meeting to discuss how to handle this for the Administration as a hole. -- how the concerned agencies would work together on this. The material would be handled by Rod McClintock from State and should chair this group while he is waiting to be to Sweden. The problem is that Ken BeLieu thinks he is covering for other agencies and Helms doesn't feel he is the man for it. K agreed and said he would have one of his staff members on it. BeLieu would have to stay but he is just not up on the substance. R said his Q & As would be over soon.
