They discussed the imminent TIME article again, with the President
saying he couldn't be sure Time is doing this
K said Sidey told
him Grunwald was going to do this; K told Sidey this was against
the national interest -- if they want to bug out, don't be clever with
it!
K told P Goodell is going to introduce a bill tomorrow (9/25) calling
for all troops to be withdrawn by December 1, 1970 -- not just combat
troops. Riegle calls for all combat troops to be withdrawn; and Javits
calls for all troops to be withdrawn.
The President asked K to call Governor Rockefeller and tell him in
his Friday press conference he is going to say 'the right things' about
R's report. In the meantime, Goodell is going to make this statement
if Rockefeller would take him on now, it would be the right time. K
said R would be willing to do it. He told P that R had called earlier
this week and said he wouldn't do these things at the request of junior
assistants, but if the President requested it, he most certainly will.
R had said a WH junior assistant called him about supporting P's
UN speech. P was aghast and told K to find out from Haldeman who
it had been. K should be the only contact with R.
P then asked K if it would be useful for him (P), K and Rockefeller
to meet at Camp David this coming Saturday (Rockefeller's being
invited to spend the night Friday at David was discussed but discarded
as being too ostentatious). K said R is certainly going to be a supporter
of P's on some of the things he and K have been discussing.
P decided that R should come down on Saturday morning for a meeting
with him and K at 10:00 a.m. He could fly his private plane to York
and a helicopter could pick him up there and get him to David in 10
minutes. P, K and R could meet for an hour and then it could be
arranged for Charlie Meyer, LA/State, to join this meeting. It would
be a good opportunity to brainwash him. He reiterated that K should
call R and tell him we are trying to position ourselves on coming
around to his point of view -- K should also tell him to crack the
Goodell thing.
P said he thought the idea of getting a meeting up on Latin American
policy is good. He can announce at the press conference on Friday
that 'we' are going to discuss at Camp David on Saturday. It will be
good to indicate the very fact of an actual meeting rather than saying
we are studying the Rockefeller Report. (He then asked K if the other
meeting were scheduled for 2:00 p. m. at David.)
