K said the President has asked him to call Shepley. He would have done it
himself, but he has Golda Meir in today SO Shepley should assume that K
is speaking for the President. Hugh Sidey was in yesterday and said that
Time was taking the editorial position that we should disassociate ourselves
from Thieu and move further in making peace overtures and are supporting the
Harriman/Vance view. Shepley said that disturbed him very much. K said
he called Grunwald last night and he confirmed it. G said Sidey may have
exaggerated the Thieu position a bit though. G said that if Harriman/Vance
and the New York Times come out together how can the Timex
stand
back.
K asked if he could speak very frankly and S said fine.
"We all remember when you came in telling us that Thieu was the most
impressive man you met. 11 This new development "is really not in accord
with what your own people told us. 11 The point is this, we are trying to
get a reasonable peace. We are way beyond the point that we are trying to
impose our terms. There has been an unbelievable amount of concessions
and there hasn't been the slightest response from the other side. To say
there has been a lack of imagination is preposterous. It shows a collapse
of the leadership group that is appauling. To be told because Harriman,
Vance and the New York Times are ? and that Luce publications have
to be also, is incomprehensitle. I think it is impossible to settle this war
if every time Hanoi produces a stalemate, the pressure is on us to make
another concession. It will not produce a settlement, it will produc e the
opposite.
Shepley said he agreed completely with K. S said the key to that is Hedley
and he would talk to him.
Another
point K wanted to make, -- it is totally against the national interest
now to give them additional ammunition against settling. There are reasons
to believe that this would be an inopportune time for them to see a publication
which used to be hard line, that even they are turning on the President. K
asked S to forgive him for putting it so strong. S again said he was on K's
side and would do all he could to see what could be done. K sa id he would
like to sit down with Sidey, Hedley and Shepley and give his thinking. S
sa id he would see if he could get Hedley to come down. K said he would
like to talk about what is happening to our establishment. It gives one cause
for concern. What will it do to our society, international position and even
to our young. Alot of people will be ashamed later on if we do this now.
S said he would get back.
