Telecon Secretary Richardson 10:45 a. m. 9/19/69 K was returning Richardson's call of Thursday (K was in New York). Richardson was called on the Thai troop reductions. In the meantime, he had talked with Col. Haig. Wanted to know if there was any change since the President's talk with Tanat in New York. and if the troops should be out by January 1. K said Laird had an understanding on the basis of what the President said to him while K was in the office. K said he would get a paper to t he President stating the issue today. He thought if we could get April 30 date, everyone would be happy. R said it calls for 22,000 by January 1, another at April 30 and the balance by July 1. K said he would like to recommend that to the President. Mel is willing to go along with that. As a result of his conversation with Col. Haig, Richardson and Haig decided that a joint statement (Def/State) should be put out and that should be out by noon. K said he would wait for the statement. Mel didn't seem SO eager to sign it. K said if he had a disagreement paper, his recommendation would be the one they discussed.
