Conference call. 1230, October 2, 1969

Subject: Call by the Canadian Ambassador Today.
Elliot Richardson read a Memo of Conversation which he received
from Marty Hillenbrand stating he had received a call from Ambassador
Sharp regarding the earthquake in California; and that they do know
than an earthquake generally follows in the Gulf of Georgia off the
Canadian Coast. It is almost inevitable that the Canadians will blame
it on the Amchitka test. Foreign Minister Sharp suggests that, purely
on public relations grounds, we consider holding off for a few days.
Hillenbrand said he would see that Sharp's views were passed on to
US authorities.
Richardson stated that he had talked to Mr. Kissinger this morning
and they had left it that Richardson would find out how late the decision
as to whether these tests can be postponed could be made. He asked
Commissioner Johnson if the decision could be left to the last minute.
Johnson stated it is due to go at 6 our time. It is extremely difficult
to effect any postponement any time now. Task force is tuned up.
"Actually, technically, of course, we could not shoot at 6:00. They
would just sit there. 11
Richardson: Well, the question I am asking is a technical question.
Namely, up until what hour is it possible to decide to postpone?
Johnson: Probably 4:00 or something like that because we would have
difficulty communicating on site.
Richardson: In my conversation with Henry I left it that I would talk
with you and find out what the hour deadline is. Assuming that it was
at least as late as 3:00, I would discuss the merits of postponement.
Henry will then present the matter to the President in time for the
President's decision.
