Telecon Senator Symington 3:30 p. m. 10/7/69 K said he has been working on the problem which was discussed when S was in to see K last week on Laos. K is trying to work out something that can be responsive to Symington and helpful to the country. Sym ington said he sent a letter to the Evening Star today and suggested that K read it. K sa id he has been trying to determine what Symington's understanding was of K's understanding. After the department heads have testified before Symington, they would have the right to determine whether the transcript was classified. Sy said only the intelligence. He was working on this now. The first thing he waxkck did was classify the whole hearings. K said on Laos, the problem is this. Symington said we don't start until next week. K indicated that he wanted to set some ground rules. Symington suggested that K and Bryce get together for another talk as they had agreed to and would be at K's disposal. But, K said, before he talks to Bryce about this, he wated to get Sy's feel about what he is going to do -- there are international implications here. K asked if it was Symington's intention to make most of the hearings public record. Symington said it was his instructions from the full committee to do so, except for the intelligence. We have made a record of intelligence but they took it back. They keep the record and we cannot publish it. Symington mentioned the fact that the head man of each agency would be testifying and K said that should be hebpful to him. Sy said provided they have the people where that can provide the details. Symington said there is no use in forming a sub-committee and then this Administration not letting the people know something about it. He asked again that K read the article. K said he just wanted to get the ground rules.
