K said that we are finally getting Laird around. P added that Rogers is
xix now sold on what we are doing and couldn't figure out why. He(R)
didn't raise ceasefire or other things. Part of the fact could be that
we have an option to the right. K said they are all terrified as to what
you will do on November 1. Enough of that has been picked up. K said
he had talked briefly with Mixt Mitchell but will be seening him at length
tomorrow (Thursday). K said he was giving alot of thought if the P
decided not to go right on November 1 due to the elections in New Jersey:
K added that the P could do a number of things that would give him
another month for decisions. The P said what he would like to do
something on Nov. 1 anyway. K thought maybe a report to the people.
The President wanted to do more. K said he should make a move that
would indicate to the American people a greater interst in piece.
The P said rather than react to October 15, le it go and then announce
that we will ask for time on November 1 for major announcement.
The P said something about next summer? it wouldn't be too late to
go hard then. He would rather do it two months before elections or
maybe one month before. Will you ever gorget the Cuban Missile Crisis.
(Missed conversation to answer phone)
K said it might really worry them if you revealed, on November 1, every
secret contact we have had. That would be very unsisual and something
we might consider doing if we had prac tically given up on them.
You could mention my(K's) discussion with Xuan Thuy, the letter to Ho Chi
Minh and say all of these I(the P) have done and the only thing that is left
The P said he would leave Rogers out of this completely. K said in five
days, the guys that ran on peace program
what more would they want
other than unilateral withdrawal. They would have to figure we had some-
thing else in mind. The P said the real question is whether we have the
peaceniks
The President said he couldn't believe it was really
that bad (referring to Oct. 15) and asked if K thought there was still 40%
chance. K said yes, before Oct. 15 he didn't feel anything would happen.
K said if the P lets all these protests go and the give them all the secret,
public and semi-secret contacts out, it will take some of the steam out of
November 14. It will hurt Minor in New Jersey. It would mean to
Hanoi that you are ready to clobber them. The President glxx thought we
may get a break sometime bewween now and November 1 but K thought
it may be as late as December 1. And, K added we have that SAC
exercise next week.
