    "ocrText": "Telecon\nSecretary Laird\n12:05 p. m. 10/13/69\nK said he talked to the President about Laird's press conference and said he\nwould send over same answers XXX to questions that may be helpful to the\nsitustion. Laird said we have to try to give the American people the\nimpression that we are not just responding to them, that we have a program\nof our own. its just not waiting around for them to do something. K said\nif we do it the other way, they will start screaming that we should do something.\nLaird said we want to do someting in December but we won't be forced into it.\nRogers called Laird and asked what he thought of his appearance. Laird also\ntold Rogers that we have to sell the idea that we have a program. Rogers said\nthe President called him and thought he was terrific and Rogers didn't feel as\nthough the President was dissatisfied with anything he said. Laird and Rogers\nhad a little friendly exchange about this came plan from the standpoint of\nconvincing the American people that we have plans to end the war. Laird felt\nstrongly about the fact that Rogers, Laird and K should get together SO these\npoints can be made with Rogers. K mentioned articles in Newsweek about\nmor e State Dept. leaks. Laird said when they sent ofer the comments on Laird's\nspeech,last week, that really made him mad.\nK indicated that Ziegler would be saying today that we have a plan, we are\nfollowing the plan that Sec. Laird spoke of last week.\nOn the SAC exercise, K wanted to know if Laird had told Rogers. Laird had\nnot but decided that he would have Col. Pursley call Ted Elliot and tell him\nthat we are having a routine SAC exercise and that it has been discussed with\nthe President.\nLaird mentioned that he had been invited to be anchor man on Johnny Carson's\nshow on the 15th. This is something that Herb Klein evidently had worked out.\nK was upset since he knew the President wanted thst day kept strictly for the\nother side but he would check with Haldeman.
