On the President's thoughts, Rogers wanted to be sure he got the
signal straight. The President indicated he wanted someone to go
on a TV show on Wednesday that NBC is doing. This confused him
since the new instructions were not to say anything about Vietnam
until after the President's Nov. 3 address. K said he just heard
about the TV show and he felt the same as Rogers and didn't know
where the instructions came from. K said his own view was that
we should leave Oct. 15 to the demonstrators Rogers asked if
that was the Presidents view. K said those are the words the
President asked him to repeat to Sec. Romney who had offered to
do something. K thought the TV thing was from Klein and said he
would run it down and call Rogers back.
Rogers didn't feel there should be X mandatory instructions until
we see how things go. It would be a mistake to hold off all
instructions and thought we should do it on a day to day basis since
its such a long period of time. K said, well, that was the President's
intention. Rogers thought he had better talk to the President then.
Rogers thought maybe the President was just talking about hearings.
K was sure about that. K said it depends on what you mean by
discussion. The President wanted to avoid 'on the record public
statements. 11 Rogers asked what the President wanted to avoid. You
can't tell people they can't talk about Vietnam for three weeks. K
suggested that a press conferences any questions about Vietnam should
be referred to the President's speech. Rogers said it wasn't realistic,
when the hottest thing in the world today is Vietnam. He thought the
President meant major speeches. K said that day to day things could
be covered by McCloskey. Rogers said they are raising questions about
progress. He wanted to say, yes there had been progress and didn't
want to back away from that. K said that anything that would reaffirm
what has been said would be O. k. Whatever Rogers or Laird have already
said could be reaffirmed.
