Secretary Rogers

On the Latin American speech which Rogers discussed with Richardson,
he thought klxex if the President was going to go along with Rockefeller's
organizational recommendations, he shouldn't just take 1/3 of the
recommendations but do it all the way through. K said the President
thought it would be better for State to ha ve secretary coordination the
Government action but he had no strong objections to having man on
his staff. K say Meyer could talk to Rogers. Everyone has discussed
it and they agree that the rank doesn't determine the priority. Rogers
didn't think there was a chance in the world that Congress would pass
this anyway.
K said he would raise this with the President.
