The President
Mr. Kissinger
4:05 p. m. , October 30, 1969
The President had just walked through the West Basement and
thought it was disgraceful to have that kind of waiting room. That
is why the new arrangement is going to be very good, he said. K
agreed that it was a very poor situation and said he was looking
forward to the new set up.
The President said he had talked to Pederson as he walked through.
Pederson said he was very pleased with the speech. However, he
mentioned one sentence which the President wanted K to call Pederson
about -- he wanted people to feel he followed through on their requests.
K said he had discussed this w/Rogers, and thought it was all taken care of.
K said after the meeting upstairs, he had gone over the speech with
Rogers who agreed that the way the speech has been edited now, the
sentence on our feeling toward regimes is unnecessary. K said State
has raised this issue every day. The sentence was deleted which seemed
to imply that we preferred dictatorships. The President interjected that
he does favor dictatorships.
The President asked K if it was his feeling now he does not want to
discuss ceasefire. K said the President should discuss ceasefire in
the context of what we have already said. Some people don't know
what a unilateral ceasefire means. If you say we can't ceasefire
while they fire, it will be said that is what they say anyway. The
President said he would throw the ceasefire in at the press conference,
and K agreed that is the right place for it.
The President said he thought, as a result of the meeting today with
Mitchell, Laird and Rogers, we have the people on track. K said that
was a masterpiece -- he was astounded the way the President got
around to the letter. It wasn't painful at all. The President asked
whether the fact that Kraft knew about that letter doesn't prove he has
an affiliation with the other side; he wondered why Kraft wrote that.
He said he did think Rogers had a point with regard to the fact they
will pressure out the other letter. K said he could have it ready and
Ron could release it the next day. The President agreed we could
say we were giveing the North Vietnamese an opportunity to release
it. K said if the President gets a few questions, he can say it is being
reproduced and will be made available on Tuesday; the substance is
in the speech anyway.
