The President

The President wanted to make one point on a slight word change
the speech (L.A.) discusses private investment. He would like to say
here that private investment brings what Government investment does
not bring to technology. K said he would put that in. Rockefeller would
be coming in and K would go over the speech with him in the morning.
K would be backgrounding with Mayer to the Congressional leaders. K
indicated that he had talked to the L. A. Ambassadors and will cover the
r est of the lest today. He didn't tell them what was in the speech but the
spirit in which it was written. K said they all seemed very positive.
K indicated to everyone that this is the first time an American President
has addressed himself to all of the Latin American people. That point
would be in the Pres. reading copy.
The Pres. asked if there were any new developments in Lebanon. K said
we didn't know what was really going on in Egypt. The Egyptians have
indicated that they would amick avoid xkaxxxx clashes. K said he has worked
out a contingency plan. K indicated that we have a request for arms.
We are willing to fill their order but if money is a problem we will look
for a means to finance it. If they want to increase their request we will
act quickly. We will also supply covert actions. K indicated that this
makes the Greek package all the more important. The President said we
should slug the Greek thing right on the nose.
K indicated that Keough had a number of 1-kiners for the VN speech which
he would send over. The Pres. said this is the last he will take. K said
he would be speaking to the Amb. before the speech. The NVN think the
Pres. is going to offer unilateral withdrawals. If he speeks tough, klxexyx
that may shake them up a bit. The President said if the establishment
overreacts on the moratorium, what do you expect others to do. He thought
that rather than discipline within the establishment the major thing that has
made it hard is that whatever the Pres. tries to do, they say he woun't get
away with it K thought it was interesting that Kraft said there might
be some movement but he (Kiss) thinks they will wait until after Nov. 15. The
