    "ocrText": "Telecon\nSec. Rogers\n11/03/69\n4:12\np.m.\nK just wanted to tell R where we stand. The President is releasing it\nin 15 minutes. Then we will type it and sent it to you eyes only. Then\nwe send a copy that goes to the press to the State Secretariat at 8:15\nwith a summary which will have been approved by the President--i\nmay be used as a guidance cable. R said for the TCC briefing they\nwill use the one sent to Thieu--Green - will handle that. K asked if\nR would handle getting to the ambassadors. R sent the orchestration\nof that to the White House. K said it was fine except the P doesn't\nwant any Communist ambassadors talked to. R said that was fine and\nasked about the P's state of mind. K said he hadn't seen him, but he\nseems fine. But K said he's in seclusion - - no one can get to him. R\nsaid the P's a champ- - - this is when he's at his best. R said you just\ncan't tell about these things- - sometimes they come out well, sometimes\nthey don't. K said if you are off by five percent, you've missed complete-\nly.\nR mentioned the fund speech. Said this is an important speech, but\nhis whole life is not decided by it--there he had his own neck on the\nblock.
