Telecon Sec. Rogers 11/03/69 4:12 p.m. K just wanted to tell R where we stand. The President is releasing it in 15 minutes. Then we will type it and sent it to you eyes only. Then we send a copy that goes to the press to the State Secretariat at 8:15 with a summary which will have been approved by the President--i may be used as a guidance cable. R said for the TCC briefing they will use the one sent to Thieu--Green - will handle that. K asked if R would handle getting to the ambassadors. R sent the orchestration of that to the White House. K said it was fine except the P doesn't want any Communist ambassadors talked to. R said that was fine and asked about the P's state of mind. K said he hadn't seen him, but he seems fine. But K said he's in seclusion - - no one can get to him. R said the P's a champ- - - this is when he's at his best. R said you just can't tell about these things- - sometimes they come out well, sometimes they don't. K said if you are off by five percent, you've missed complete- ly. R mentioned the fund speech. Said this is an important speech, but his whole life is not decided by it--there he had his own neck on the block. There, the cameraman cried; the emotional strain was al- most unbearable; everyone in the studio cried.
