K said he didn't have anything special to say, just wanted to check with
R--we're swamped with cables. Don't know what that means--R said it
can't be bad-. said the cables were running about one thousand to one
favorable, and there are about 10 thousand in already. They are stack-
ed at Western Union all over the country; people were driving the West-
ern Union president crazy last night because they couldn't get the oper-
ators. R said we should have a group of people counting them, SO we
can have some kind of count. K said we'll get that later. The only
cables we've gotten SO far by some fluke got in directly; most are
still in offices in each region for some reason, and will be sent in to-
gether. K said we got one telegram with twenty thousand signatures
from Colorado alone. R said that doesn't count so much, because it
must have been prepared in advance. K said that's right; it came in
during the afternoon, so it doesn't count. But Hopkins says he's
never seen anything like it. The switchboard reported fifteen hundred
phone calls by midnight.
K said it was very successful. Of course the Times and Post are hav-
ing conniptions. R said he thought the Post wasn't SO bad. K said the
Post was fair, but Reston was outrageous. K said he told Kraft the
military is less influential now than in the McNamara regime. R said
XNXX true.
K said the group he talked to is the group he had Thursday. And we were
all agreed ot was weighted toward the military people. R said
he'd say. People want unilateral cease alternatives.
R said most of the reaction was subjective. R said people want unilateral
cease-fiee; no one thinks of the alternatives. R said he was going to say
at the hearings, what do they propose? K said they say unilateral cease-
fire as if it would wxxxxx work. R said right, the enemy rejected our cease-
fire. If the President had used kix it they would have said phoney and fake.
Tje P said the choice is between pull-out and what we're doing. R thinks
out position is logically totally defenseable.
K said we've gone more than the extra mile. If we ever did to Hanoi what
Hanoi has done to us, people would have fits. R asked if K had listened to
Harriman. R said at the Family of Man dinner, Harriman was supposed
to speak for two minutes; he gave himself a 5-minute introduction, and then
talke d for 15 more minutes. He said some nice things about Rogers, but
his talk was very confused. Nobody knew what he said. When R got up to
speak, he thanked Harriman for the nice introduction and his support. R
said he has no effect any more. But Reston, Gore, Javitts, even Fulbright
