Telecon Secretary Rogers 7:00 p. m. 11/4/69 Rogers wanted to discuss three things. #1 - There is a draft cable to Lodge that cites the percentages in the last poll. He didn't think we should do that but should just refer to it as a general poll XM to the press. K said there was a new poll that was very favorable which he said he would send over to Rogers. What the President had in mind was to show the tremendous public support and this poll shows that only 12% were in favor of moritoriums. Rogers thought it would be O. k. in press background and K agreed with him. #2 Rogers wanted to know what this Ash report meant. He is recommending some sort of super-foreign affairs department that would supercede bath Rogers and K. K said he saw the Ash report as it applied to domestic policy and in effect, he recommended an organization similar to what exists in the NSC structure. Rogers said Ash was recommending a foreign policy super agency who would coordinate everybody elses work. K said he didn't mind coordinating others work but when it came to baxe people coordinating his work, it wasn't good. Rogers thought Haig was aware of this. K said Ash did not discuss R this with his staff other than a short meeting K had with Ash in San Clemente when K explained the NSC structure. It was K's impression that the recommendation was for the domestic area, but a super foreign affairs department is a mistake and it is not really what the President wanted. #3 - There is a cable from Stockholm 3456 which refers to a discussion Rogers had with the Foreign Minister of Sweden and in turn with the Amb. of Vietnam. He would like to be helpful. He said we had done enough, he was serious about the negotiations and that the other side ought to do something about it. He talked of the President's speech and also said that it was his personal conclusion that he wasn't conveying any message )? K said he would send it separately to the President so he would be sure to read it.
