The President

The President wanted to know how the press briefing went. K thought it went
well. They were extremely interested and asked alot of technical questions.
The 2010 people had really studied it. Saville Davis told K that what the
President had down was really historic. K indicated that Mary McGrory asked
why this sudden interest in peace things. K told her this was started in March
in line with the President's general approach. K also told here that we would
have made this decision no matter what happened in the world. It has been
schedule for 4 months. The President stated that that was believable. He
asked K if he was able to get across the point on deterrent and K said he had.
K said they heckled him a bit on the difference between tear gas and
incapacitating agents. The President said they don't want tear gas, they just
want the mobs to runloose. K added that with tear gas, at least you can leave
the area.
K indicated that he had just read the memcon with the Japanese and thought
the President really put it to him. K thought he was tough on the textiles.
K told the President that he had shown it to Alex Johnson. The President
thought that was important that State do see just as much of this aspossible
SO they can see how much the President really gets into. K said that the
had talked to Stans and will have a meeting with him and Johnson tomorrow
so they can get a program going SO State will ask for more than they have
already settled for SO Sato can offer compromise. The President noticed thst
the New York Times played the NPT on the front page and they will have to do
the same on thiw one. K said there was no question it was historical. The
President thought that was something about Mary McGrory saying how did we
think this up. The President said K should have asked her why Kennedy and
Johnson hadn't done this. Everyone has told the President, he said, that
the Okinawa thing wouldn't have been possible with any other President. K
reminded the President that State said there would be trouble with Congress,
and K told them the President could handle it. The President thought something
should be put into a column very soon. K said alot of things have come together
and he thought he might have a press backgrounder. K indicated that Chuck
Bailey has asked to see him. The President suggested K see them before the
end of the week and added Semple. The President said he wanted to ride on
the whol basiness of historical issues. He said the Asian policies couldn't
have been sold without him and said these were Presidential leadership issues
of the highest order. The President added that the draft wouldn't have been
sold without him. Both Aber and Rivers told the President they have never
worked SO hard for something they didn't believe in and only because the
President asked them to.
