K said he thought this was something S should\nhandle, at least in this instance. S said he reports you indicated it\nhim you thought the reaction would be positive. K said I thought we\nshould consult. S said he wanted to touch base with K on this. K\nsaid he hasn't had a chance to give it to the P yet. S said we might\nconsider the problem of other countries as well, give evidence on the\nUS-Australian one. S said we have been faced with the problem of con-\nsultation with the remainder. S said the remainder is reduced by the\nPhilippine presence. S said at the next SEATO meeting we would have\na contributing meeting. S said it would be embarrassing if the host were\nno longer a top congributor. S said we could meet Australia publicly\nand\nand\nothers by having private sessionw with the Australians/ somewhere along\nthe line, January, February have another session involving the other\nfour. It would give the appearance of not being totally special with\nAustralia. K said we will have more talks with them? S said right,\nstaged in such a way that none come to the table except in the presence\nof the others and it will appear spontaneous. K said sounds good to me.\nS said there's the problem of getting all the foreign ministers together;\nit\nmight be good to have it here rather than anxthex have a foreign\nmin-\nister exercise. K said sounds good to me; I would support that and I\nwould prepared the P accordingly. K said he was sure the Secretary of\nState would support it.\nS\nwas wondering about plans in Paris for the holidays; both Christmas\nand new Years fall on Thrusdays. S said he received a paper from Al\nHaig advising looking toward reduding the frequency of plenary sessions.\nS Said he didn't know what the P meant. K saidd he didn't either; he just\nsend K a note. K said we might just skip the Christmas meeting and have\none on the next Wednesday. S said they might have one on the 20th rather\nthat the 25th and skip the next and go on tid\nS said it might\nbe a liaison to footwork to begin Tuesday of next week. S said K had asked\nfor a paper on this by the 17th, but he 11 get it done today and get the secre-\ntary to take a look at it.
