S said the Australian minister gave a suggestion. K said right, he
brought me a copy. K said he thought this was something S should
handle, at least in this instance. S said he reports you indicated it
him you thought the reaction would be positive. K said I thought we
should consult. S said he wanted to touch base with K on this. K
said he hasn't had a chance to give it to the P yet. S said we might
consider the problem of other countries as well, give evidence on the
US-Australian one. S said we have been faced with the problem of con-
sultation with the remainder. S said the remainder is reduced by the
Philippine presence. S said at the next SEATO meeting we would have
a contributing meeting. S said it would be embarrassing if the host were
no longer a top congributor. S said we could meet Australia publicly
and
and
others by having private sessionw with the Australians/ somewhere along
the line, January, February have another session involving the other
four. It would give the appearance of not being totally special with
Australia. K said we will have more talks with them? S said right,
staged in such a way that none come to the table except in the presence
of the others and it will appear spontaneous. K said sounds good to me.
S said there's the problem of getting all the foreign ministers together;
it
might be good to have it here rather than anxthex have a foreign
min-
ister exercise. K said sounds good to me; I would support that and I
would prepared the P accordingly. K said he was sure the Secretary of
State would support it.
S
was wondering about plans in Paris for the holidays; both Christmas
and new Years fall on Thrusdays. S said he received a paper from Al
Haig advising looking toward reduding the frequency of plenary sessions.
S Said he didn't know what the P meant. K saidd he didn't either; he just
send K a note. K said we might just skip the Christmas meeting and have
one on the next Wednesday. S said they might have one on the 20th rather
that the 25th and skip the next and go on tid
S said it might
be a liaison to footwork to begin Tuesday of next week. S said K had asked
for a paper on this by the 17th, but he 11 get it done today and get the secre-
tary to take a look at it. K said good, I'll get a reply by the end of the day
on Monday.
