Laird 12/15/69 9:16 a. m. page 2 L: We can certainly lick it in conference. K: Yes, but the conference might not 8 me until January; that delays it 3 months and gives bad publicity on limits. K: Yes, yes, yes, yes, but we almost need it for the SALT talks. L: Yes, we've got nothing else to offer; might proceed along that line with the bipartisan leadership. We are flying Barry Goldwater ofer this morning. K: He wants to see me this morning, not about this, just what he found. I've got more people coming in hear tellkng me how to win the war. L: That's good Henry. K: But you're the one who's going to win this war. L: Everybody thinks we're going to win every battle. K: That's why the P wants to go slow in January and Bebruary and make the big one in March or April. L: Tell them they can slip all questions over here. You tell them my press briefing is at 11:30 tomorrow morning. K: We will tell them all details will be handled at Defense when we release it. I will sendyou the backgrounder, but it won't go into details. The one thing I will stay away from is figures on combat and combat support. L: You don't want to get into percentages of combat and combat support. In phase two, I'd like to refer to refer to them as security forces. K: right L: Theywon't have combat responsibility, but security responsibility. K: Right. I've had word from Bunker that he's had contact from those characters. L: Maybe Berger will have to meet with Ky once a week; he is the only one who can screw things up enough. K: Right, Reproduced at the Richard Nixon Presidential Library DECLASSIFIED This document has been reviewed pursuant to Executive Order 13526 and has been determined to be declassified.
