K asked S why he didn't stop annoying the Israelis. S said he had
goofed last week -- he told Max Fisher when he should have sent him
the draft speech ahead of time. S had told Fisher he would take
full
responsibility and he would report to K on it.
K said he had had to put Eban off. S said Eban was seeing the Secretary
3:30-5:30 on Tuesday and asked when K would see him now. K said
probably Wednesday morning unless he could see him at 11:300 a. m
on Tuesday. S said they can be reminded that if they want the US
to play a singular role on the Jordan/Israel aspect, we ought to tell
them we would be willing to play that role. S said he flew to London
where he met with the Jordanians (he sent this to K tonight). Hussein
has said his private assistant and Meir's private assistant could meet
in the same room with Sisco. S said we can provide them with this.
K said that is almost direct negotiation. S said he didn't know whether
they are ready at this stage of the game to be specific.
S said he has been taking this line: look, we are not convinced any
more than you that Nasser wants peace, but you fellows have succeeded
in appearing like a warmonger rather than a peacemaker. S said he
thought K's pros and cons at the NSC XXXXXXX meeting were terrific.
K said he thought it clarified a lot of things. S said K had brought
it
to the fire for the first time and made them look at the other end of
the tunnel. K asked S what he thought personally. S said he thought
if we are able to use basically that line in the Jordanian paper, we
should take that position. S thinks it will come out that we will not
achieve a four-power concensus on that basis. We will be urged to
go a step farther, but we have to get guts on that and tell Charlie he
cannot move one inch beyond this. We are not going to achieve a
concensus. It clears our skirts -- it will not get us a settlement,
but we have adopted a reaspnable position. K asked with whom it clears
our skirts if both the Israelis and Araba get made with us. S referenced
the Secretary's speech we have threatened the moderates. K said
he would have to say he agrees. Moscow wouldn't say we were splitting
them if we weren't. S said they don't know how to handle the October 28
formulation. Intelligence indicates we have given heart to the Moroccans,
the Saudi Arabians and even the Jordians. We are strengthening the
moderates a little bit. This trend may not be reversable in the long run.
