TELCON Under Secretary U. Alexis Johnson Mr. Kissinger 12:00 Noon, 12-26-69 J said Henry did you see the proposed message to Taipei I sent over to you. I sent it to Mel Laird and sent you a copy to try to get them to call off the dogs on the F-4 thing. At any rate, Mel and I have reached an agreement on this thing. It is a copy of a letter I sent to Mel Laird - I sent you a copy. K asked what the upshot of it was because the President is restive about it. J said the upshot is we want to get down to cases on air defenses. We want to get McConaughy not to talk to henbefore the Vice President arrives. And we want to try to calm them down. What we are saying is what has happened in the last few weeks is not helpful to anyone. J said we are working on plans for other aircraft but we have not thought of the F-4. We have been working on plans for them. K said I have it in front of me now and it is OK. I think it is in the spirit of the President and you can go ahead on it.
