1:25 p. m. , December 30, 1969
K said he had talked to Mel Laird about the additional 30,000 cut in
civilian personnel. Laird would like to think it over until Wednesday,
Eec 31st, in detail. K said he thought we would get the additional cut.
However, he thought we would have to take 25, 000 rather than the
30,000. Mayo said he thought Laird was taking temporary as well
as permanent civilian personnel. K told him Laird said this means
closing 10 more bases. Mayo said he didn't think Laird understood.
He said he would provide K with the R precise figures. K said he
was catching a plane. Mayo should give it to the Situation Room which
would teletype it to the plane.
