K if there were anything he should get across. K suggested the
points about Vietnamization, and also that ABM had certainly been
helpful in the SALT talks. L said he would. K added that L might
mention 1that the threat has been growing heavily in the last year.
K told L he had signed a memo to Laird, among others, based on an
approval by the President of the memo Laird had sent K, making it
obligatory to split the biological and chemical things. K referred to
L's memo in his guidence to the departments.
