S: There's something I want to send you. A package I
just sent to the Secretary as to how I think we should proceed--how - -
we hold the line about where we are. I would like to send you the
whole package--though - - I want you to understand it hasn't been cleared
anywhere. It includes an instruction for Charlie in which we say "not
one inch. 11
K: That's the P's instruction to me.
S: Well, this is for the P's approval.
K: No, this is a Presidential instruction, no matter
what you say.
S: Well, after you get this I want you to add something.
K: I'm dealing with a great bureaucrat I see.
S: A great bureaucrat who has seen something saying we
are in great disagreement on the 2-power talks. I ask ed
where he was getting this stuff.
K: I've never been a great enthusiast for the 4-power talks.
S: Nor have I.
K: But I've had no problem with the 2-power talks.
