L: One is this balance of forces proposal to the Soviet Union to got that balanced force reduction proposition that Elliot Richardson approached Dobrynin on on December 30 and he said he did so on your proposal. K: H didn't have any right to do that. He never cleared it here. We want to put it before NSC. L: That's what I thought. K: They were the orders of the P to put it before the NSC. L: They wanted to send the memcon to NATO. I told my people to hold up on it. I didn't want the NATO people to see it. K: I agree. L: I'm glad; if you hadn't I was going to argue with you. Okay, fine the next item is Panama. I know you've had someone here looking around on it. K: No I haven't. I've sent some questions over that the P wanted me to ask/ L: Well, someone was over here; I've got his name. He was talking with on DIA. K: I don't know who that could be. L: There are some questions about the mission of that intelligence group. But they reported to the Ambassador- - - said he shouldn't tell the Prime Minister (President?) of Panama. These reports were given to our Ambassador. K: He swears they weren't. L: I can give you details and times. It was decided in the Embassy they wouldn't go to the President of Panama.
