S said Henry I have two or three things - first is the paper we sent
over on consultations with the Australians. K said that has been
approved - I think on Wednesday - by the President. S said find.
The second thing is I don't know whether Phil called you. He has
two questions on his mind. In this ploy about restricted sessions
and the question of frequency, he needs guidance as to how much the
President wants to string it out. K said what is your thinking?
S said I told Phil maybe four or five weeks. He (Phil) raised another
question of whether Ellsworth is coming back and the two of them
being here. K asked "is Ellsworth coming back?" S said not for
good but to talk about for good. That is what he wants to talk about.
K said I don't think there is a great urgency to discuss it now.
The President is thinking in terms of June for Ellsworth. We will be
delighted to see Phil at any time regardless. S said if he comes in
at the end of the month it wouldprovide him context of the meetings
and then when he goes back we can make a decision. I will tell him
that.
K said I don't think we want to encourage Bunker to come back at this
time. The President would like Bunker to stay at least through June.
S said if we don't hear anything from him, I assume we will not push
it.
S said, finally Henry, I wanted to mention the story on Korean atrocities.
The line we are goind to take is that there is not any unified command
there and the matter should be referred to the Koreans and Vietnamese
for comment. They are getting language together for Laird tomorrow -
there were accusations that U.S. troops were involved. K said, can
we see the language. Haig or I should see it. S said I will ask
them to get in touch with you or Haig.
