Laird/Kissinger 7:15 pm 1/22/70 -2- K: MY staff did that. I said it has no official standing. L: It shoots the hell out of Dave and it's full of holes. I don't know who wrote it but it's bad. We would be better using the President's Scientific Advisory Board paper K: The President just wants to go the other way. L: Dave will. But I 've been ging over this peper and for hours K: I will call it back and say it was an unauthorized xxxxxx paper and it will be redone. Do you think that's better/ L: Yes. Dave Packard will start out with a tough statement. I haven't been able to cancel out on that California thing. K: So you won't be there? L: I tried to get someone else but they were as mad as hell . o If I don't show up and I don't think I can cancel. It's the new nuclear frigate named after California because it's the President's state. We tried to get the Secretary of the Navy. Do you think I should call the President and explain? K: Yes, becuase he is counting on you. I will call the paper back right now. L: Fouls up on Chinese txxdex threat K: Can I call it back? L: State is using it. Bill called me and said you cannot defend northwest defense on this side K: I will say it was done by an individual staff member and has no standing. I will do it at the beginning of the meeting. I will say there are two papers and one has no standing. L: Shoud I call the President about the Calif. thing? K: No. Now is not a good time and I think he will understand. Packman is shook up L: Yes and he thinks he has no backing.
