If fact, it may be\nalready\nK: Yes, Ron announced it at 11:00 . About lunch -- I have to go to the State\nof the Union thing WO I won't be back until 1:30. Can you do it that late?\nR: Yes, easy. I will watch it and when it is over li will come over. Meanwhile,\nIf you would be thinking about this from the President's point of view. This\nis a very expensive operation and will be for AID funds for other requests.\nPerhaps from the President's point of view and theirs it might be a good\nthing to submit within the next week to 10 days a supplemental request which\nwould give him an opportunity to say what the money has been used for and\nwhat we have done. We have developed plans to deal with\nK: I have no problem with your attitude. I never expressed a view on this.\nR: This is a good opportunity for the President. It might be a plus.\nK: How do you think we should proceed?\nR: I bacx am having cost figures pulled together based on previous\n.\nFor example, we now have in the works to fly trucks to Biafra. It costs\n$17, 000 per truck.\nK: I watch these budget problems and think $20 million is too small to think\nabout. I think this is a good idea and I'm certainly not going to worry about\n$17,000.\nR: I want to be sure I am correct that the President's view would be that\n$10-or-$15,000 per truck would not make a difference.\nK: You're absolutely right. We want to make a maximum effort. If the\nWestern report is partly right, we just don't have time to worry.\nR: Western is nearer the\nthan we thought. We intend to be prepared\nto deal with the problem under the time he gives.
