The President
1/27/70; 5:15 p. m.
N: Did you find those targets yet?
K: They found at least two others in addition to the one.
N: In other words, three of them. What is your view? Is that enough
to give them a shock effect?
K: Yes, I would not go outside that area.
N:
Is 3 enough to give them a shock effect?
K: It wasn't enough to escalate it beyond what you are doing. They will
notice you are doing not just tit-for-tat.
N: They will note it is something new?
K: Up to now we have hit only at SAM sites from which they attacked.
Now we are hitting all the SAM sites in the vicinity.
N: We agree we axixex will go on these three. I think it is a good decision.
Don't you agree with my deal - no tit-for-tat?
K: I agree completely. What I told Mel is to hit all the sites in that area.
He thinks there are three - there are certainly more than one.
N: They will know how they got hurt.
K: We will just say we hit the SAM sites.
N: It was brought down by SAM and therefore we hit the SAM sites in that
area. We may not have to explain anything.
K: No, because they will not give us a map of their SAM sites. Their
infiltration incidentally keeps stepping up and it is now at a level about
10,000 a month in excess of their losses. Now they have stepped up
supplies in December and January. Since Jan 10 they have put about
19,000 men into the pipeline as compared to 8, 000 in the whole month
of December.
N: It looks to me like they are aiming for the summer and late spring.
