K: I've talked to Sonnenfeldt about a number of our problems
and on Safeguard he thinks
he's worried that some of your people
and Jerry Smith's people think I got to the President after the DPRC
and put him up to making that.
R: I just talked to Jerry and he doesn't think SO. He is worried
that it will be felt that he's been putting up the advisory committee to
call into question the whole Chinese threat rationale. I think the idea
that he could control that group is over-drawn. I read over the mem-
con of the President's meeting with them. I would think there would
be greater concern that they were had. I think they're supposed to be
coming to a conclusion on this.
K: Did he ask them to study the Chinese threat?
R: Yes, they had a hearing on this yesterday. Jerry told me
they were in town. They talked to Cushman, Cline, Wheeler.
K: They were not supposed to do that. That is not their job.
We want their disarmament views, not their views on strategic ade-
quacy. I was very much aboard with the argument that whatever we
do we should do SO on other grounds.
R: I think we should still do that and develop a rationale. If I
hear anybody who thinks you did it I'll hit it.
K: The New York Times story is what got the President into
an intransigent frame of mind.
R: Too bad.
