starvation
Z: I'll say they were in close touch and will stay in close touch. What
was discussed?
K: Nigeria, arms control, SALT, future of Europe and European/American
relations, East-West relations including the European Security Conference
proposals, and Vietnam
W: What should I say if they ask for our position on ESC?
K: That we are willing to go toone if we can decide on an agenda that makes
it worthwhile.

K: I told Wilson that his man should give no substance.
