I talked with Newsome on the way back but the Secretary had not read the cable that I showed you and that accounts for the triangle discussions. x0xxkxx What the President said to the Prime Minister and what he asked me to show you is his view. T: We will stick to the lines that they agreed on. Our concern is purely humanitarian and we will help as much as we can. That will be our public posture. Privately, we will agree with the lines after lunch. K: What is that? T: We share your anxiety that their appetite should be no doubt ????? We musn't press them too hard on what they should do except that anything we can do is ???? K: That's alright. (? ) T: We shall make it clear that we are not underestimating the gravity of the situation. K: I think this is a fair statement. That's fine. That's a correct under- standing. Newsome is going to call Newhill and tell him the same. T: We are making it clear to our chaps that we are aware of the scale of the problem and the need. Tell the same stories that we can. We must not press them to go further than they would on their own accord. K: That's as far as we can go. T: The assessments are confidential. I suppose they will leak. K: We are not leaking them from the White House. T: We don't want them to feel pressured by leaking. K: We will not leak them. I cannot say what the government departments will do but I think this is excellent. T: Jolly good.
